Roberto Moreno is a graduate of the University of Puerto Rico obtaining a B.B.A. degree with a major in business marketing. He obtained a Juris Doctor degree from the Interamerican University School of Law in 1975. Thereafter, he obtained a LL.M. degree form the University of Washington School of Law. He is admitted to practice law in the District of Columbia, State of Florida and Commonwealth of Puerto Rico.
Mr. Moreno is a former United States Immigration Judge. He joined Stoller & Moreno P.A. after serving eight years on the bench in Miami, Orlando and Bradenton, Florida. He also served in the criminal alien program as a Judge conducting deportation hearings in prisons in the State of Florida. As an Immigration Judge, Mr. Moreno presided over bond hearings, asylum determinations, applications for adjustment of status, cancellation of removal and requests for §212(c) and §212(h) waivers.
Prior to being appointed an Immigration Judge, Mr. Moreno was the Managing Assistant United States Attorney, Middle District of Florida, Orlando Division. He was in charge of all federal criminal and civil prosecutors in Orlando. Before that, he served as a Supervisory Assistant United States Attorney in the Criminal Division of the United States Attorney for the District of Puerto Rico. In addition, he served as a criminal prosecutor in a Special Prosecutions Unit of the United States Department of Justice dealing exclusively with Organized Crime, Police Corruption, Major Drug Trafficking Organizations and Terrorism. Prior to serving with the U.S. Department of Justice he was the Southeast Regional Counsel of the National Oceanic and Atmospheric Administration where he was in charge of all attorneys and litigation for eleven states and the Caribbean area.
Mr. Moreno recently retired with the rank of Commander of the United States Navy Reserve where he served his career as an Intelligence Officer. He served in active duty during the Gulf War as an interrogator of prisoners of war and as the intelligence officer for a prisoner of war facility in eastern Saudi Arabia.
Mr. Moreno has lectured in various law schools and has been a speaker on numerous seminars and other public functions. He has also taught on the interpretation of body language and interrogations.
He has taught Judges and Prosecutors in various Central and South American countries.
Mr. Moreno is an avid collector of European classic automobiles. He enjoys sailing and fishing.
